What is Oklahoma's Promise?

A tuition scholarship that keeps its promise.

Oklahoma's Promise offers qualified Oklahoma students an opportunity to earn a scholarship for college tuition.

Created in 1992 by the Legislature to help more Oklahoma families send their children to college, the program is administered by the Oklahoma State Regents for Higher Education.

Teacher eligibility — HB-1727

Children of certified Oklahoma public school teachers employed at least 10 years may qualify under special income provisions, regardless of household income.

Who may apply?

Applicants must be Oklahoma residents enrolled in 8th through 12th grade whose family's adjusted gross income does not exceed the program limits. Students must apply before their official high school graduation date.

Family AGI under $60K–$80K depending on size

Academic conduct

Maintain GPA and no disqualifying offenses

1–2 dependents $60,000
3–4 dependents $70,000
5 or more dependents $80,000

Special income provisions

Special provisions may apply to families outside standard income limits:

  • Children of a certified public classroom teacher employed in Oklahoma for a minimum of 10 years.
  • Children adopted from certain Oklahoma court-ordered custody and children in the custody of court-appointed legal guardians.
  • Taxable Social Security benefits based on the death or disability of the student's parent(s).
